The 3 way tie for the 14th Wildcard in the B2003/16U was decided per State Cup Rule:

Rule 5.5 - Step 7. If there is a tie between two or more teams for wild card placement, step 6 will be replaced by a coin toss by the State Cup Program Coordinator or designee.

The State Cup procedure used is: Each team was assigned one of three coins. The 3 coins were tossed and the odd coin is the winner. Results were:

> Riverside MGFM Emerald - Tails - Winner WC 14
> Tigres Academy UANL CA Black - Heads - Tied WC 15
> SD Force FC Academy Black - Heads - Tied WC 15

A second coin toss was then done to determine Wildcard spots 15 and 16. The 2nd Coin toss was won by Tigres Academy UANL CA Black = WC 15. That makes SD Force FC Academy Black = WC 16
